Images hosted by flickr are the easiest option, otherwise you'll have to set up something on your server.
First, find the full urls for your images. This can be found from the "different sizes" link on your photo page. You can even have one of your images be private (right).
Hint: it does not really matter which image you specify for left and which for right, so don't sweat it. Hint 2: the images should be about the same size, but don't sweat that either, as long as the scaling & rotation is the same. Hint 3: if both images are in the same .jpg, that will work too; you don't need to crop them out to separate files (just be sure to choose your points correctly). Put the same url in both of these boxes:
The flash applet below will help you choose the focus points for your WiggleSet. Once you drag the crosshairs to the near focus points, click on the status bar to set the far focus points. The arrow keys will nudge the selected image one pixel. Tab will switch between left and right. Zoom in and out for pixel-accuracy.

You should be able to see your Wiggle applet previewed below at this point. The following optional fields are for personalization.
The Wiggle applet will look like this in your page.
Once you have the preview looking how you want it, copy the following to your photo description to link to Wiggler. That link is the only place that aligning data is saved.
You can also tag your images "wiggled" to see other people's wiggled images.
Make sure you have: [1] copied the above link to your photo's description [2] tagged your image "wiggled"
